Regulating viral marketing

Incredible!! The belgian government wants to regulate viral marketing. In short: even when you obey to all the opt-in rules (of course), you still need to mention clearly that it is advertising... DOUH (Homer Simpson). Isn't that clear for everybody and do we really need this much regulation??
